HUKUMATI is the mobile application for Palestinian government e-services. This applications helps you to enquire, request and pay fees for the governmental services.
HUKUMATI respects your privacy and is committed to protecting your personal information. This Privacy Policy explains how we collect, use and disclose information about you when you use the mobile application and related services. By using the App, you agree to the terms of this Privacy Policy.
This Policy aims to inform the users of this application , Hukumati ,of the way the application works and the data it collects, how the data is being treated and how it is processed . in addition to the permissions in addition the user rights. The information is received from the user and other information will be collected automatically by the application as the following :
When user registers for the first time , the following information is being received ( User ID number, OR User Passport Number , Email Address entered by the user and Mobile number entered by the User .
ID or Passport , in addition to the data entered by user to verify his ID related details are sent to the National Data base of Palestine to be verified . all this information is stored in the Hukumati Platform hosted and operated by the Palestinian Ministry of Telecommunications and IT- Ramallah – Palestine.
User then needs to visit one of the Ministry of Interior offices in order to be verified and bring with him/her the ID/ Passport that s/he used for the registration process
When login to the Application, the applications requires form you to enter the following data , the national ID number ( user name or email address you provided during the registration process ) , and the password that you received after visiting the Ministry of Interior office through SMS or Email.
The application automatically gets the following information, the mobile device type and OS version. The applications does not track your behaviour or location.
The application , based on your choice, can save your ID and password, however you still need to use the finger print to login through the application . if user logs out from the application, user need to enter his ID and password again to login.
The application uses Camera or photo library based on your request to upload an image, file or document. The application also receives notification to update user about the status of the governmental service request
The application does not record voice , audio or data from your device storage or microphone
Application uses your ID information to provide you with the services listed and requested through the application. User national ID number is used to identify his request to the ministry providing the service

We will retain your personal information for as long as necessary to provide you with the services offered by the App and to comply with legal obligations. We may also retain de-identified or aggregated information for analytical purposes.
Application meets with the international best security practises with the reasonable measures to protect your personal information from unauthorized access, use, or disclosure. However, no method of transmission over the internet or method of electronic storage is completely secure.
This application does not provide advertisement does not share your data with any advertisement agencies or businesses.
Application does not store or record any of user Financial services information such as Credit or debit Cards details, Bank account information or PIN.

The user has the right to stop using the HUKUMATI app easily by uninstalling the application through the usual uninstall processes that may be available as part of your mobile device or via the app store.
Hukumati operations team may, at its sole discretion, terminate or suspend user access to or use of this site without notice for the Violation of the terms and conditions or due to any behaviour harmful to others. In the event of termination, you will no longer be able to access the site as user ID will be blocked , it can only be re activated by the user him/her self has to visit in person one of the Ministry of Interior offices to re activate his/her account.
We may update this Privacy Policy from time to time. If we make material changes, we will provide notice through the App or by other means.

Any payment made by the customer and reflected in our systems is considered a valid payment and the customer will get the service fees receipt through the portal and email .
1. All payments made by the customer must be made through the approved payment channels specified by the government payment channels and Palestine Monetary Association.
2. The customer is responsible for ensuring that all payment information provided is accurate and complete.
3. The government will not be held liable for any payment made to an incorrect account or via an unauthorized channel.
4. The company will ensure that all payments made by the customer are reflected in our systems within 72 working hours of receipt in case of failures .
1. All refund requests must be made in writing to the company's customer service department.
2. Refunds will only be processed for payments made through approved payment channels.
3. Service fees will not be considered valid in case of a refund due to illegal or stolen credit card use.
4. The government has the right to make a file against the illegal user who made the payment through the illegal card and charge them the court expenses.
5. The government reserves the right to withhold any refunds if there is evidence of fraudulent activity or if the customer has breached the terms and conditions of the company
1- Any payment made that is not reflected to our system or payment gateway is considered not valid until the customer raise a case , following to our investigation with the commissioning bank , and if the bank confirms the payment , its considered paid and we will follow such case manually with the ministry providing the service and assures the customer get the service and his balance for that request is settled with the payment amount s/he made
2- In the case the bank made 2 transactions for the same service and same amount from the same customer from the same credit card/ balance , and this amount is not delivered by the bank to the government account , we issue a reversal request to the bank to make a refund , the time that refund is reflected bank into the customer balance can take up to 40 days , depending on the bank policy .
3- In the case the bank made 2 transactions for the same service and same amount from the same customer debit card/ balance and this amount is delivered by the bank to the government account , we need 15 working days to communicate this case with the Ministry of Finance , Ministry of finance then refers back to bank to proceed with the reversal request to customers account to make the make the refund , the time that refund is reflected bank into the customer balance can take up to 40 days , depending on the bank policy Payment Policy
